Larry Burks is a trusted voice in local government strategy with nearly 20 years of experience in public administration, economic development, and organizational leadership. Most recently, Larry served as the Administrator for West Chester Township, Ohio — one of the nation’s most prominent and high-performing communities — where he oversaw a $50M operational budget and led a team of over 270 staff serving 67,000 residents and 3,700 businesses.

Larry first engaged with CybrCastle as a client during his tenure at West Chester. Drawn to the mission of helping local governments adopt AI in a way that is both strategic and human-centered, he quickly recognized a shared vision and values with our team. That collaboration evolved into a deeper partnership, and Larry officially joined CybrCastle as a Local Government Advisor to help other communities navigate AI with clarity, care, and purpose.
Larry believes AI in government must begin with people. Too often, he saw national conversations focus narrowly on technology. Larry’s passion lies in pairing smart tools with intentional leadership, sound policy, and readiness across teams — ensuring that no local government gets left behind in the age of AI.
